With USPS that is likely because there is a weight limit for 1st class mail, so one shirt is below 1 lb. whereas two shirts would probably be over a pound so they'd need to use another service like Priority Mail. For UPS and FedEx, it would be cheaper to ship two shirts in one package then it would to do two separate shipments. I run a shipping department.

It was a bit weird and very out of character for her.
And oddly, I actually have some minor gripes/issues with this episode.
Anyway, definitely not bad... but the whole episode felt very much like Doc sat down and tried to write a goofy madcap season 2 episode... but in season 7.
And I wouldn't doubt it if he intentionally did this, b/c he mentions in commentary how he'll take vastly different approaches to each episode he writes each and every season to keep it fresh for himself.

Some Notes:
While this is arguably the most hilarious episode of the season, it's not my personal favorite. However, I just re-watched it and liked it much better.
Some jokes are extra hilarious to me; like Billy being a giant Pepsi can and especially Rusty being so genero...greedy with the donuts.
I loved St. Clouds version of the bubblegum line from "They Live" and yes, many shows use/parody it at some point.
The bathtub bit was gruesome, Doc is really good with that kind of stuff; Red Death's monologue from the second episode this season is another great example... and is also a riff on the famous monologue from Jaws.
Speaking of Jaws... it gets mentioned yet again. Doc sure loves himself some Jaws.
Unrelated, but I realized Hatred was getting stale to me b/c I'v really enjoyed him not being in the last two episodes. I think he works best as a character you only use when you need him, just like Dr. Orpheus. Or just use him for a joke about only cooking eggs w/ ketchup, you get what I mean. Both characters worked great, were funny and had crap to do in "Problem" and "Arrears" for example.
For whatever reason I feel Dr. Z is getting over used this season as well, he could use a little break too. To clarify I love Dr. Z and Hatred... just my opinion for this particular season.
Billy's Mom fighting St. Cloud is literally an idea I also had; probably an idea many, many people have had. But, very weirdly, the main difference is St. Cloud gets thrown out the window by Gentleman in my imaginary version. This was something I thought of back during VB6. So, to see him bust through the window and fight Gentleman and Rose... it was a tad surreal.
I wonder if Rose and Gentleman will become a couple while Rodney is in a coma? Maybe.
Anyway, Dr. Mrs. The Monarch feels off in this one, especially where she snaps at the end just b/c some OSI grunt named Kimberly didn't recognize her. Why would Dr. Mrs. even give a shit? Maybe it's foreshadowing that he job is already "getting" to her? If not... it was a very odd bit of characterization to say the least.
Brock and Doc's final lines at the very end were hilarious, poor absolutely pathetic Billy and White!
Athough they were much, much more nonchalant, everyone also seemed much more competent and realistic in "Maybe No Go", with regards to everything Quizboy vs. St. Cloud. While this episode made them all feel more incompetent than ever before. Perhaps, it was just b/c they were being mentored by idiots like Rusty and The Monarch? This is my weird complaint, and I know it's just my bizarre perception.
But this did feel like a step back with regards to their entire dynamic.
St. Cloud feels especially inept in this episode, I mean he actu..... PENIS!!!! PEENNIISSS!!!! PEEEEEEENNNNNNNIIIISSSSSS!!!!! PEEEEEEENNNNIIIISSSSSS!!!!!!
The Monarch's line about the X-2... interesting.
The way this particular episode starts feels extra abrupt to me, but... sooo many jokes got crammed into it, that I totally understand.
Quite a reference heavy episode.... a bit more notes to come later on.

While this is arguably the most hilarious episode of the season, it's not my personal favorite. However, I just re-watched it and liked it much better.

I think it's pretty funny how Billy has always dreamed of having his own costumed nemesis, and now that he has one, albeit one as pathetic as St. Cloud, he is terrified. He and White were practically pooping themselves over that Guild scroll and Doc tries to show them it's no big whoop.
Doc: (sarcastically) "Come in, Brock. We have a level 1 arching threat."
Brock: "So? What, do you want an aspirin or something?"
Doc: (sarcastically) "Come in, Brock. We have a level 1 arching threat."

Loved this episode, definitely one of my favorites this season! The whole storyline of Dr. Venture and The Monarch hand-holding people through a low level arching experience was awesome. In combination with the GCI intro, it lays more foundation on how the whole arching system works in this world.
Stand-alone episodes like this don't always push the overall narrative forward, but I enjoy the world-building or adventure they often bring with classic Venture Bros. comedy!

The previous week's is still my favorite episode but this got a lot of laughs out of me. It's good from time to time to do a standalone episode. especially when the episode connects to the story universe, like the Evil Mentoring Program. Some people are saying that Dr. Mrs. The Monarch's behavior at the end of this episode was out of character. Well, I kind of thought all her #metoo objections were kind of out of place, too. More than likely actually running the Guild is getting to here. But I also think that this was done to show that The Monarch really cares for Sheila and acted to save her from her own temper, and that she cares that he cares. There hasn't been a lot of warmth shown between the two even though the second and third seasons were really all about them.

Bif Bang Pow! officially retired their V Bros. merchandise. years ago.
I literally bought everything they put out... three times over.
I liked the company b/c if you sent them an email they'd write you back.
I remember distinctly asking for a St. Cloud MEGO right before everything VB ended.
The merchandise they produced varied wildly in quality.
Hilariously, Helper is particularly crappy and the arms break off just sitting on a shelf. So... I glued the arm back on. Good as new!
I have doubles/triples of MEGO V Bros. characters MOSC and out of box. Bobble heads, mugs, cups, blah-blah-blah.
Counting the Moppets, 26 MEGO type figures were made.
That's better than most toy lines actually.
Now, Kidrobot officially makes V Bros. stuff.

I really liked this episode as a quality "pallet cleanser" after all the big revelations this season. Aside from Monarch mentioning the X2 being familiar, there weren't any "history mysteries" brought up. This was a funny breather episode. I really enjoyed when Rusty decided to get involved when he realized the Monarch was somehow connected. Its rare to even hear Rusty say the Monarch's name out loud, so it was a treat for him to take it personally. Speaking of the Monarch, I love the dynamic between him and 21 this season and last. Like sure the Monarch is the boss, but those two are literally best friends now. Who would have guessed that back in season one that the tubby comic relief henchman would have such a long character arc?

The Monarch and 21's outfits are a specific nod in the beginning of the episode, I'm just not sure as to what. But they look familiar. Maybe someone else knows?
Next week is the big "heist" episode, should be fun. Copycat would be involved an Ocean's parody, it's beyond perfect.
The helicopter is from Blue Thunder, a action thriller from 83 starring Roy Scheider.
The makeover sequence is from everything ever... even Family Guy did it... probably.
The original Sigmund and the Sea Monsters was a kids show from the 70s.
Animation error: Doc's glasses are incomplete as Billy is shot leaving the bathroom.
The purple pineapple flavored fog may actually be referring to vape devices, as a pineapple flavored vaping liquid was quite popular in recent years. And Doc mentions them in the commentary tracks
This season needs more Pirate Captain and Crusaders Action League. Also, Red Death needs to return for the season finale. Oh, and more Wide Wale too.
This episode seems to have way more jokes than usual and less focus on plot. A first for the season.
Christopher Street is pretty accurate... I think.

The final beat feels like a season two capper, the way Doc's head barely moves and he says... "Never." I totally love that moment.
They no longer have a copyright year in the ending credits, it comes during the WS end card only now.
We actually get to see Killer Drone's costume.
VenTech Tower gets messed up yet again, level 6 lighting is serious!
Dean had no lines but appears briefly at the end.
