It may just be me, but "The Investors" seem to be a cross between "The Gentlemen" from the Buffy episode Hush and "The Idea Men" from The Tick.
From the "it's probably only me" department, Hank and Dean seem to be modeled after Schneider and Wopat.

I thought Rusty borrowed the $10 million in Handsome Ransom then lost the money to The Monarch. Or did Dr. Girlfriend make The Monarch give it back because he didn't release Dean as required by Guild law. If the Monarch kept the money then Billy and White would have been broke again until the Investors bought into their company.
