I still don't understand why he gets a seat on the Council, except BECAUSE HE IS AWESOME.

Likely because Sheila made that deal with him in Arrears in Science so that he wouldn't spill the beans about her husband being the New Blue Morpho... and also BECAUSE HE IS AWESOME! He's just what they need in these rough times for The Guild.
