I love Doc Hammer written hangout episodes. Ro-Boy! Red Death stuff! Sheila! Just 22 or so minutes of hanging out in this great world.

Buuuuut it did move a few things forward: Red Death essentially over-ruled "the Council" decision to pay the Peril Partnership. Or, given that Watch and Ward under the auspices gave him the order to arc the fool, perhaps it was all part of the plan!
