Sorry if somebody brought this up and I missed it, but was Copycat doublecrossing the Guild or just the decoy team? Is he with the Peril Partnership or was the plan to make a show of saving a botched operation and maybe scoring one of those open Council seats? I could see it working either way.
Heck, he's Copycat. He could have one body with the Guild and one with the Partnership and he'll just pick the side that comes out on top.
