Also (from what I can remember) one interpretation of the The Hunt of the Unicorn/The Unicorn in Captivity is that the Unicorn represents Christ (I think the horn is considered magic and can purify or cure) with the hunters representing those who would try to weaken Christ and render him powerless, but who also may want to have or control the Unicorn's power for their own purposes. (I think its unclear whether the two tapestries are definitely connected as part of a series.)
But I thought it was an apt metaphor for both Doc and the Monarch having something special about them which sets them apart and gives them power only to be corralled by both the OSI and the GoCI. In fact I'm beginning to think that maybe that was the point of the GoCI in the first place, not to be "evil" but rather to take powerful antagonistic people and make sure they DON'T cause too much trouble in society by reigning them in with rules and regulations. " who also may want to have or control the Unicorn's power for their own purposes" - aka the Catholic church.
"not to be "evil" but rather to take powerful antagonistic people and make sure they DON'T cause too much trouble in society by reigning them in with rules and regulations." - Precisely! Some of the "bad" guys even do charity work. Recall Phantom Limb's "What do you know of evil?" speech to a young Sheila in the Shadowman 9 episode. Sep. 16, 2018, 8:28am

This is pretty much the theme of the last three episodes, that the Guild and OSI, while antagonists, work to restrain the damage that super-scientists (evil or otherwise) can do. They have regulated rules of engagement, strictly control who can attack who, and what weapons they can use, and make concerted effort to keep "game changing" technology away from the public. How they missed the cellphone I don't know).

This just further enforces my belief that the original Guild as seen in Orb split into the OSI and GCI. The original Guild's logo even has both the OSI sword and the GCI dragon in it. Remember both Eugene Sandow's and Brock's orders to kill their assigned charges if either tried to use the orb. Even had it been not a weapon but a source of unlimited energy THAT would have been a 'game changer'.
