I'm not sure I get 21's crisis of conscience. He's killed quite a few over the course of the show (who knows how many he killed in Zero's arena,) but his only real murders were the psychiatrist with the snake back in Self-Medication and Short Division, and he seemed to have no guilt at all over those incidences.

Perhaps his time with the Venture clan has seemingly made him softer overall.
After 24 died he went hardcore... but now, he's a changed man... henchman.

21....of 1.

He's been all over the spectrum emotionally. He went all wolverine after 24, became a living legend among henchmen, was a hero heading up SPHINX, and has settled into a boundary pushing antihero position now with New Blue Morpho. Gary has lost a lot and experienced much pain. These aren't just anthropomorphic puns and references they're dealing with; they're real damaged people who take clever jokes too far in making a life for themselves and their families.

I'd have to say that both Gary and Dean have probably evolved the most as characters on the show. And to some extent Brock, though he's back in his old role, but with some changes due to the upswing of Docs status, the change of venue to NY and the boys being older now.

Agreed. Dean is the one who learns and analyzes, Hank is ever the boy wonder.

I'd toss in the Mighty Malcolm for a character evolution as well. He's very critical of himself and been clinging to his boyhood fondness of arching in a nostalgic manner for some time, often being agonizingly reflective and self aware. This new identity has really given him the Push he needs to take his character in the direction he's been leaning towards mentally for a while.

21 and the clone brothers are all fairly competent right now, 21 especially so. That's a pretty big change from where they began.

Those were in the pursuit of sanctioned arching and survival (Short Division was just an accident). All the recent killing has been unsanctioned and unnecessary. They could have gotten along fine without killing anyone. They got back to arching Rusty without 21 having to kill anyone before (I admit Monarch killed a bunch of his appointed arches, but Gary's hands were clean on that). But now, antagonist has killed antagonist and the whole order of things is shook up.
