It can't be a coincidence that the last time we saw Phineas Phage before joining the Council of 13 is him being beaten by Phantom Limb and Professor Impossible.

Phage is a mole!!!! Or a robot...a robot mole.

Boggles was killed by the Revenge Society to put Phage on the council.

We last saw Phage meeting one of his Pro-teens who'd been imprisoned by Scott Hall. Prior to that he was in the Council chamber telling them of his encounter with Limb. I suspect his surviving their altercation and then informing them about him helped win him some favour.
