I find it odd that the OSI, or at least Brock, doesn't seem to know about the Council of 13. Hatred was in The Guild and switched sides. Didn't he know? He claims to have told the OSI all of The Guild's dirty little secrets. And Dragoon / Red Mantle were at the think tank in Any Which Way But Zeus.

Good point. Hell, even Billy may have some awareness. After all, he was kidnaped by Phantom Limb/Revenge to graft one council member's head--Dragoon's--onto the body of another--Red Mantle. In his time in their presence, Billy probably heard enough to piece together some general ideas about the Guild and its ruling council. And Billy could have shared his knowledge with Brock at any of several times (e.g., following his transplant of King Gorilla's heart into Monstroso).
