So if Im reading that right the Complete Season 4 set(all 16 eps) will only be available on Blu-Ray? If I want em on dvd I have to but seaons 4.1 and 4.2?

Very correct.

In fact there's a comment asking him if all 16 will be available on DVD and he responded that it's out of his hands but doesn't think it will happen. But to perhaps keep an eye out for a super sweet deal on amazon for them when the time comes.

Yes, this matches what Jackson said about the DVD/Blu-ray releases last spring. Nothing seems to have changed on how they will package it all.
