I thought it was odd at the time 24 having a conversation with the dead agents of Monstroso, who didn't realize they were dead. But I think it was a way of saying that 24's ghost is real it's just that if 21 doesn't want to see him anymore, then he goes away.
Speaking of 24's death, It was interesting that the Moppets were scratching off names on 21's list of who killed 24. It makes me think that they were the ones who armed that bomb that killed 24 and that Phantom Limb's claim that there were his double agents might be true,
