I think it's a matter of how one looks at the tournament. I saw it as each contestant being able to use their full abilities in every fight. Let's face it, Dr. O and the boys wouldn't have gotten nearly as far if it were just hand to hand combat. Their powers (and popularity) is what got them so far. And if it were just hand to hand, the villain bracket would have gone totally differently.
