I thought Sphinx (Sphinx!) was after non-Guild supervillain-types, but when they saw White's check from the Investors, they jumped all over it. The Investors seem to be other-worldly, but Monstroso is a card-carrying Guild member.

Aren't they stepping on the OSI's toes?

The world is full of grey areas. Overlap is bound to happen in this business...just like the FBI, CIA, Secret Service, NSA, etc. Two or three organizations may work together on a case that involves all of them.
