Is the Peter White character loosely (I mean really loosely) based on the albino in Animal Man the old DC comic? They have the same white suit. Not sure if Peter White has forceps like the character in the funny book. Missed some of season 3. Am interested in connections between other comics and thought I would start with the one guy that is dear to me (besides Grant Morrison).

Doubt it. I think Jackson and Doc were just having fun putting (at the time) background characters in stupid looking outfits (though Doc has admitted he thinks White looks spiffy). Ultimately, I think White, as a fashion plate, is just supposed to be a throwback to the 80's. Pastels, effeminate, single pierced ear, new wave.
