I don't think so. I don't think that was any part of why he could now arch Dr. Venture.
The plan was for Jonas to use extreme weaponry (The Death Ray that he used to shoot the Mirage Cocoon)...once that Death Ray was used, The Monarch could now go after Jonas's family...like Rusty.
