When Brock complains about his rookie partner he asks if SPHINX found him at the Albert Merrill school. The school is one of the for profit institutions that advertises on television promising a degree in some field of technology without the extra classes in arts and languages that public colleges offer. The sad fact is the majority of students never get anywhere close to graduating and are saddled with large student loans. The ones who do graduate are often lacking in any real useful technical knowledge and unable to find a job in their field. Being cannon fodder next to Brock would be a likely outcome for a graduate from such an institution.
