It is unclear whether the councilmen were actually Buddy and Jiles or if this was just in Billy's imagination (as their identities changed once Billy was aware that the story was taking place in the 1950s as opposed to the 1650s) but it is totally plausible, especially since the Guild seems to be ultimately associated with famous musicians. Even Phantom Limb states that "the Guild was once much more than a safe haven for washed up rock stars" or something to that effect (I'm sure someone will correct me) which is pretty awesome (and makes the whole Bowie, Iggy Pop, Klaus Nomi, Brian Eno thing make a lot more sense.

Coucilmen 3 indicates he is 73 years old, "I've been piloting this bone bag for like 73 years". Buddy Holly was born in 1936 which would make him 73.
