actually you can see the mustache in the scene where Dean is applying Hatred's makeup, which chronologically is one of the last events. So presumably while Hank is growing out his hair to resemble Brock, Dean is growing some facial hair like his father.

Well unless this is obvious, Dean's hair and Hanks mustache are there because they have never lived long enough to have to get haircuts or shave ever before.
