The head that landed on 24 had a cleft on the chin, the only distinguishing factor between 21 and the rest of the henchmen. That was 21 that got blown up, not Speedy or number 2, it was 21. I can see them pulling him out of the grave though, but this episode seems to be Publick and Hammer saying "We're fuckin' serious now. No kidding around. Someone dies, they're dead."
