I've just noticed something about brocks charger...
There is no clutch pedal...
Twice that I remember, Brocks charger is refered to as having a manual transmission...
In 'Return to spider skull island' when Brock is tied to the hood, he shouts to HELPER 'You can fly the X1 but you can't drive stick'...
In 'Hate Floats' Dr Ex-Girlfrind gives Hank a driving lesson telling him to put his foot on the clutch and selct first gear...?

A couple of things stood out to me the last time I watched this episode.
1) when they are opening the box rusty is rubbing his fingertips like the traitorous porter at the beginning of Raiders of the Lost Ark.
2) Brocks bodyguard orders that hunter circled ORB have the Guilds dragon on the cover page.
Question, could the guild be secretly pulling the strings for the OSI?

I think the bodyguard orders may come from a third splinter group or a guild of bodyguards separate from Lloyd's guild or O.S.I. Hunter told Brock that he really didn't know much about "Orders Regarding Bodyguard" and Brock would have to speak to another Venture Bodyguard for more information.
On related note I notice that Lloyd's guild had a Dragon with a sword through it as their emblem. They saw themselves as slayers of dragons.
The modern guild's emblem has the same dragon on top of a globe. The modern guild sees itself as the dragon dominating the world.
