I just realized that JJ was being nice, or trying to be. If Rusty had stuck around he would have taken center-stage in front of all of these people, and JJ would have done a fade. It was all supposed to be a nice surprise. That is why JJ was upset that Rusty didn't wear a tux, but Brock and the boy's plain black suits, he didn't notice them at all.
The whole thing was supposed to make Rusty feel good at the end.
Also, did anyone see the expression on Sally Impossible's face after Richard took his dive and everything started to fall apart? Was she amused?

What you say is true.
However, managing a formal party is a pretty stressful kind of thing to do, what with the secret service there and foreign dignitaries and VIP's etc. Not that JJ isn't used to dealing with this kind of thing, but all at once? I thought a lot of it was stress coming from his trying to stay in control of every detail.
We'll see what happens with this.
