The semi-homosexual obsession The Monarch has with Venture has finally culminated into an outright sexual fantasy. If you remember from season one, he does get fairly aroused when watching Rusty and Dr. Girlfriend, not to mention the fact that he's always like, "Well hello, Dr. Venture" in a very creepy tone. These two instances, with the "straight answer" quip from the Moppets, although in a different context, could be interpreted as a rejection somewhere in the past as the reason for The Monarch's hatred of Rusty. I'm not implying the Monarch is gay, but perhaps bi? He did try to watch Dr. Mrs. with another man, quoted as "humiliating", not to mention he had sex with something that had Doc on it.
I don't know. Could just be hate, but maybe something more. Just throwing this idea out there.

I was always under the impression that the Monarch's hate for Dr. Venture was sort of like the Joker's motives for doing anything. His own amusement but ultimately there is no reason. He's always just answered it as "because... he's my arch-enemy". Not that this episode gave any answers but I really hope there actually isn't a reason for it.

In Frank Miller's classic 'The Dark Knight Returns' graphic novel, we find out that there's a whole psycho-sexual underpinning with the Joker for Batman. I felt like they were doing a little bit of that with the Monarch. Screwing a robot with Dr. Venture's face on it? Too weird.
