It's amazing how much gets packed into a single Venture episode...

What was going on with H.E.L.P.E.R.'s 'alarm sound'? Why was he making it...did Dean's shutdown command do something to trigger the lights and lasers...what was with the lights and lasers?

I think the lasers were just part of the compound security. What Dean did was turn off ALL audio functions on any piece of Venture equipment, which is why they couldn't call Brock or Doc on the watches, and why the cassette player stopped working (note the prominent Venture logo on it... kind of funny that something like that was part of the central system, though.)
