Which is clearly a reference to the David Bowie song of a similar name.

Right, but they have used quotes from David Bowie songs before, without actually having David Bowie be in the scene.

It's possible, but considering that's the look Bowie was sporting circa 1966 (check out the "I Dig Everything" cover), and given his involvement as a character in the show, I think it's too uncanny to be a coincidence, a look-alike.

It makes me wonder if he was already involved in the adventuring/arching world at this point, or did he get involved with the Guild after this party?

(oops, got cut off) Love the random Bowie lyrics in the dialog. Will never get tired of that. The only thing better is Spandau Ballet's "True" as monologue.
