So is it sufficiently canon now that Phantom Limb is the descendant of Fantômas, since she has a painting of the guy in his office?

what is he known for
I've never heard any reference to him in the series, where might he fit in to this
or is he just Phantom Limbs father/gandpa?

Fantomas was a famous French supervillian who was the antagonist in a series of detective novels starting in the early twentieth century:

The Fantomas Connection is a nice obscure reference.

Another obscure reference in Shore Leave's dialog about Wayland Flowers and his puppet Madame.
