It seems like the Guild had already figured that Phantom Limb was a worthwhile investment of their resources at the time of these events. So when was he reduced to eating SpaghettiO's and driving a Honda with a ghost painted on its hood?

Well, everyone had to start somewhere, Maybe Limb began to dabble in villainy before he was a professor, before he knew of the guild.

The line is

"Not everybody has a trust fund like that insect ex-boyfriend of yours! If you think I'm going to go back to a diet of ramen noodles and spaghetti-o's, driving around in a Honda Accord with a ghost on the hood, sorry. I have plans."

So he doesn't really mention arch-villainy there, just that he was not as well off as the Monarch was. He probably had to do that stuff to get himself through college. Him having a Honda Accord with an inexplicable ghost on the hood is even funnier if he was just a normal guy when he drove it.

College professors on the whole don't make a lot of money (especially at a no-name state university) and I'll bet professor Phantomas hadn't been a professor for very long and didn't have tenure, so Phantom Limb might very well have gone through an impoverished period after leaving his university professor career and before he had climbed up the Guild hierarchy.
