Every time I watch the clip... the more and more I am convinced. Here's the similarites:
1) Tells Brock to call him Hunter
2) Has the cigarette thingy.
3) Body size is similar
4) Asks Brock "are you ready to confront mind-blowing weirdness at every turn?" sounds like a line out of Fear and Loathing
5) Has an all-out, "gonzo" style (which was the style of reporting Thompson prefered) of training. With the jet back, and the stabbing, and the telescoping nightstick, etc...
I swear Col. Gathers is a character inspired by the late Hunter S. THompson

Dude you don't need to cite facts, it's pretty obvious in every possible way that he's supposed to be Hunter (his name is Hunter Gathers too, which is pretty funny).
Also the scene between Brock and Race Bannon in Ice Station was originally supposed to be a flashback where Brock's mentor named Hunter (though his name was Hunter Cobb) dies, but it was cut because it was way too long.
