Hank's changed bodies since then - maybe Dr. Venture didn't get around to circumcising the new model (he WAS stuck in the wall most of that day.) Presumeably Hank was clueless enough to believe it just grew back?
Enjoyable episode - not quite the instant classic some of the others this season have been, but it was nice to see some actual global adventuring, and another superscientist - for all of the villains in the series, we've seen very little of their arch-ees outside of the Ventures.

I immediately thought the same thing about the circumcision, but rethought it. My guess was that this entire episode was a flashback episode to before season one's "Are you there God, it's me Dean." Like, maybe enough people were asking why the heck Hank was circumcised when Dean wasn't that they wrote that into this script (or possibly wrote the whole script as an explanation). I can't believe they'd just forget his circumcision and re-circumcise him, because they were so verbally proud of getting that joke on TV.

New bodies. Each time they die, the activated clones are uncircumcised.
