I like how the Monarch got the Moppets to cower, but I wish he'd been a little more evil with his description of what he'd do to them. After all, he's the guy who killed one of his own henchmen, replaced his blood with acid, threw his body in a shark tank, and tossed in a giant hairdryer (from Trial of the Monarch, season 1). I would have loved to have heard him going on and on about how brutal he'd be while cutting them up and feeding their parts to starving dogs. The Monarch has a reputation to uphold, after all.
